The president had nonetheless continued to back Pruitt as an effective champion of his deregulatory policy priorities, and still maintained he had done an "outstanding job" in his tweet announcing the resignation.
Mr Trump, whose decision to quit the Paris climate accords was vociferously defended by Mr Pruitt, may be changing his mind now though with November's mid-terms looming and Democrats knocking his pledges to "drain the swamp" of Washington graft.
As recently as June 8, Trump praised Pruitt, telling reporters on the South Lawn of the White House that the EPA administrator was "doing a great job within the walls of the EPA", and that "we're setting records".
Trump had expressed confidence in Pruitt several times in recent months, although he did say at one point that the EPA chief was not "blameless" for the scandals swirling around him.
In that last instance, former aides said Pruitt enlisted them to get him tickets to the Rose Bowl college football game, help his daughter get an internship at the White House, help his wife franchise a Chick-fil-A restaurant, help his wife get a high-paying job with a conservative activist group, and book hotel reservations on their personal credit cards without ever paying them back.
The EPA administrator suggested Trump fire Sessions and appoint Pruitt temporary head of the DOJ under the Federal Vacancies Reform Act of 1998, and that he would then return to Oklahoma to run for office, according to the network.
As a lobbyist with the firm Faegre Baker Daniel, one of his major clients has been the nation's largest private coal company, Murray Energy, whose CEO Bob Murray has been a generous Republican donor and Trump supporter. Although Pruitt has always been known for his high-profile appearances dating back to his successful run for Oklahoma attorney general, reports paint Wheeler as a quieter political actor.
During his time as a congressional staffer, Wheeler worked as a senior aide to Republican Sen. The person in charge of the EPA's FOIA staff, which has slow-walked and obstructed FOIA requests, is a political ally of Pruitt's and the former treasurer of his PAC.
